Call child protective services or the police. Either of them would probably be very interested in knowing more about this situation. What that woman is doing could lead to an immediate death by over intoxication (common among teens) or drunk driving or worse yet and harder to detect now, a lifelong battle with alcoholism.

She needs to be stopped ASAP. If the police say they need to act on an immediate action, like when you know a party is taking place then at least call child protective services and ask them to start an investigation. You may have to bug the agency as most of these agencies are over worked and under staffed.
