I would confront him. Also if you know where he normally goes to buy the alcohol, you could let the store manager know what this guys up to..
You can report him to the authorities.
I would call the cops and give him all the info on this person, what they look like, what kind of car they drive.. yada yada.. and then they will investigate.
First off make sure you are sure 100 %. This is someones life you are going to be messing with!!!! So if you aren’t 100% sure, then don’t call the cops!

i think u should talk to ur son about the serious consequences and i understand he would have heard this over and over again… but u have to tell him again.
He needs to realise what he is doing and talk to him casually about this alcohol drinking…
he shouldn’t reali go out with this 22 year old friend cause s/he is giving him bad influence.
i’m a year younger than ur son, but i understand its annoying for a parent to nag about this but u have to talk to him and get him to understand and don’t use force in ur words.

Well, if you know your underage son has alcohol and you know who’s buying it that’s all the proof you need isn’t it?
I’d report him to the police that he’s buying alcohol for minors and people underage. Let them handle it from there. I’d also confinscate your son’s stash, dump it out down the drain and tell this “friend” to quit coming over because he’s no longer welcome. What kind of a 22 year old likes or wants to hang out with a 15 year old anyway? Get real.

Here’s a good question for you. Would you ratherr have the police call you and tell you “little johnny’s been in a terrible accident and the car’s rapped around a tree? Or would you rather have the police arrest this 22year old punk who thinks it’s cool to get kids drunk? Think about that. Although you don’t have proof, you’ve got to find out where he’s getting it from, the store can be responsible too.
