State based programs should take your son now. Group insurance programs should accept your son now. If he used IV drugs certain private insurance companies will not consider him at any point, but this may not be the case with other companies. With other companies he may have to wait 3 to 5 years before his drug history will have no impact on his ability to get coverage through a private health insurance carrier.
